toxic MEV — sandwiches, last-look extraction, predatory ordering — is a tax that solana users pay to searchers who got lucky on slot timing. the fix is to enforce fair ordering inside each slot so the order of swaps stops being the most profitable thing on the chain.
this is a long-arc bet, not a sprint. each phase ships independently and the next phase only starts when the prior one has real users.
